I've heard that UTH can burn a pacman if they burrow too close to it. And I'm brand new to the forum.
They're safe, but you have to put them on the side of the tank, not the bottom. Pacs burrow to cool off, so if you put it under them, they just keep trying to burrow deeper but get warmer rather than cooler and can end up getting burned. On the side, they'll just move away from it if they get too hot.

I have used one for my Horned Frog since I got him in December of 2013. Do not put it on the bottom of the aquarium but on the back of the tank. If you put it on the bottom the frog can't get away from the heat it generates. I have FROG in a 10 gallon aquarium tank with a under tank heater for a 10- 20 gallon tank. I haven't had any problems with it.

Hello and welcome to FF ! Please read this care guide: Frog Forum - Pacman and Horned Frogs - Ceratophrys - Care and Breeding. As previously stated by others, you can place heater on side. Just be aware they are not very efficient used that way.
My preferred heating method is to use a 60W Ceramic Heat Emitter with an in-line dimmer controlled dome (made by Fluker's and others). Cover your screen top with aluminum foil, place lights on top and draw around them with marker, cut hole(s) open with scissors around 1 in. larger perimeter and you are done. Foil helps lot's to keep humidity and heat in.
Remember to take care of the enclosure and it will take care of your frog !
