I know we need to have a guideline for the amount of frogs one can house in a given size tank, and the 10g/frog rul makes sense, but I think it is silly. A lot is really based on common sense. Simply because you can't use the 10g rule for terrestrial species because they won't use vertical spaces. Then there's the size differences. Obviously, you can house more AGTF in a 40g than you can white's tree frogs or retf's, due to the size of the frog.
My recommendation to anyone. If you are a new frogger, just get one frog. Get used to caring for it and keeping it alive. You can always add more down the road. One or two is a good beginning number because if you start out with more, things can get very complicated, very fast and without warning. And then people are left with none. Sadly, it happens much too often.
