1. Do Pacman frogs still drink from their water bowl of it has a lot of coco fiber in it?
2. Any tips for looking for signs of comfort or even stress? He's burrowed down to where I can't even see his eyes, and I just want to know if that's normal for the first day at a new home
Water bowl should be shallow and clean. No substrate in it. They don't actually drink water they absorb it from soaking, their environment, and food.
Burrowing down is normal. When you go to feed him just uncover his head about 20 minutes before offering food and he should perk up and be ready to eat.
Hello and welcome to FF! Colleen/Jerrod already gave you good advice. More info on their care in here: Frog Forum - Pacman and Horned Frogs - Ceratophrys - Care and Breeding.
Remember to take care of the enclosure and it will take care of your frog!
