My tadpole (Casper) really seems to like it under his filter should I be concerned about this behavior?
If the water conditions are all right and he is still swimming ok then I think he would be fine

Ok, I think is doing fine he just likes to hide I just wanted to make sure he couldn't get hurt by the filter
See if your water current is too strong for the tad
I don't think that's a problem he is able to be still (no swimming motion) without being moved by the current
Another quick question, Casper also seems to like it on the bank I made for him he sits their with the top part of his head sticking out of the water, does this mean anything or is it normal tadpole behavior?
If he can move around away from filter or from shallow to deeper water would not worry about it.
Remember to take care of the enclosure and it will take care of your frog!
