Cope's are in parts of Ohio, south and west according to AmphibiaWeb - Hyla chrysoscelis, the Eastern version is absent in the southern bits AmphibiaWeb - Hyla versicolor. They're visually indistinguishable and I wouldn't count on the range map for an id unless it was found well outside one of the species range.
Apart from the skin issue it looks in fine shape. I wouldn't rule out a natural defect and if so, it's done pretty well for itself.
