A friend of mine found it and took a photo. Can someone tell me what type of frog it is.
FOUND IN OHIO
Grey tree frog. Something rubbed off on it though.

I believe its actually part of its skin.. maybe she was wrong. I added that he was seen in ohio Incase that changes anything

I agree with Eli, eastern grey tree frog, either someone painted it or it has some sort of bizarre skin issue. Poor thing.

Cope's are in parts of Ohio, south and west according to AmphibiaWeb - Hyla chrysoscelis, the Eastern version is absent in the southern bits AmphibiaWeb - Hyla versicolor. They're visually indistinguishable and I wouldn't count on the range map for an id unless it was found well outside one of the species range.
Apart from the skin issue it looks in fine shape. I wouldn't rule out a natural defect and if so, it's done pretty well for itself.
