Dwarf baby tears (hermanthius callicothoides ) will require high lighting (t5ho minimum) and co2 supplementation to grow like the scapes you probably have seen online.
Substrate, you will need dedicated planted tank substrate like fluorite, or one of the ADA substrates. Also you will need dry fertilizers to fertilize the tank. Liquids can be used, but dry ferts are more economical.
And most of all, you need a LOT of patience and skill. I kept planted aquariums for about 7 years before I converted to frogs and I will tell you now, it is NOT a cheap hobby. Not trying to talk you out of it, just want you to be prepared.
