Contrary to popular belief, white's are relatively good swimmers. I kept a pair in an 18x18x24 with 50% of the floor space being 4" deep of water. They used it more like a hot tub. My male would even do nightly "laps" in the pool area. It was comical to watch, to say the least.

If this is your first Viv, I would suggest keeping it a simple tank. You can always upgrade them to something else down the road. The 40b would actually work if you want to convert it to a vertical orientated tank. One of our mods, Paul, has an excellent how to on that conversion in the vivarium section.
