My pacman frog is always burrowing, and it worries me because he doesn't eat. He will burrow for weeks at a time, and I'll dig him up to try and get him to eat. I'm starting to wonder if it's because there is too much light in the tank. There's nothing in there to block the light, so could that be if? Note that the light does look brighter in the image.

Judging by how bright that tank looks i'd say your suspicions are correct.
Only uncover his head then offer food. Make sure any light is very low when you're offering food. They are nocturnal and are almost alway only active at night. Humidity can also be an issue with lights that bright.
Your probe is also in a bad place. It should be 2" above the substrate in the middle of the back wall of the tank.
I've used a sheet of paper to heavily subdue the lighting and placed a few crickets in the tank. Bulbasaur's eyes are currently visible in the dirt, so hopefully he's noted the changes and will come out after dark.

To add to what Grifs said. Would you pls post pic of your frog.
i would take all these hydroballs out and leave about 2-3" of coconut fibre, depending on a size if a frog, so he can burrow, but eyes would still be sticking out. This way you dont need to dig him out or uncover at all.
Save one animal and it doesn't change the world, but it surely changes the world for that one animal!
He can't actually get to the hydro balls. There's a screen mesh dividing them, and he has yet to get past it. I'll lower the level of the coco fiber, though.

Get rid of the hydro balls and the screen mesh. Leave the eco earth alone.
Can you guys tell me why I should remove the hydro balls? Sorry for being skeptical, but those cost money.

The Hydroballs should not be an issue. They are used as a drainage layer and bacteria that grows in the drainage layer break down urine. As long as he cannot possibly get to them and dig them up to the surface there should be no problem. They just aren't really used often in Pacman setups because they are for vivariums and Pacman frogs don't do well in Vivs.

Bulbasaur seems to be happier now that I've shaded the tank. He hasn't gone back underground yet, and he are three crickets last night. Yay!
