Can you guys tell me why I should remove the hydro balls? Sorry for being skeptical, but those cost money.

The Hydroballs should not be an issue. They are used as a drainage layer and bacteria that grows in the drainage layer break down urine. As long as he cannot possibly get to them and dig them up to the surface there should be no problem. They just aren't really used often in Pacman setups because they are for vivariums and Pacman frogs don't do well in Vivs.
