A few questions about juvenile male frogs

So, I know males are the only ones that can call, at least for Pacific Chorus Frogs, and that the males will have a darker throat because of the vocal sac. However, I was curious if this is something that's there from birth or obtained through development.

The reason I ask is I have a frog roughly 3 months old (from becoming a froglet) and whenever I play the PCF call, he/she kind of wigs out, moves around, then attempts to puff out its throat. It doesn't get very big, it's like a little bubble, but it's definitely obvious it's trying to call but no noise is coming out. The other two couldn't care less about the noise lol. Here's a picture of the little stinker, thanks for the help! (I tried to get a pic with the throat puffed out with no luck)

Eeeee! I heard a tiny little meep from their enclosure and sure enough Tiny Baby had his throat out! I tried playing him a clip for more encouragement but then stopped because he looks very relaxed and content right now haha. He's getting there!
