I read online that pacman frogs have teeth, and big ones bigger teeth that could draw blood and they might bite you if you stick your hand in front of them. I don't have a pacman so I was wondering if they really do bite.
They do bite; as do ABFs and other frogs! Frogs do not have teeth; but some do have sharp bony structures in mouth called odontoids that can give a nice laceration to a human finger or hand

Remember to take care of the enclosure and it will take care of your frog!

Frogs do have teeth aside from the odontoids. Their upper jaw has many small sharp teeth. Toads on the other hand do not have teeth.

They will bite, and hard. I had my ornate at no more than 2" latch on to my thumb and draw blood.
Like most animals, if they feel threatened or scared, they can and will bite. However, I think it depends on several factors. some can be very sweet and good tempered, like our frog, Bubba. wemve had her nearly a year now and she has never bitten either of us. worst that happened was a misfire where her sticky tongue got on our fingers, but she never bit down. she knows the difference between fingers and worms and shems a good girl.
Some people seem to have a lot of trouble with biting, but in my experience, they are usually the same people who are poking the frog in the face to try to get it to do something on camera. Treat your frog with love and respect and it will probably treat you good too.
