Quarantining is when you put them in a monitoring tank. All new frogs/toads should be quarantined for at least 30 days.
QT serves two purposes. It allows you to monitor for any illnesses and it allows you to monitor how well they are eating and behaving.
QT will also save you much grief. If you happen to adopt sick animals, they can be treated in the quarantine tank, without contaminating a permanent home, such as a beautiful vivarium that you may have just spent lots of time and money building.
A QT tank is a minimal tank providing basic needs. Shelter (or something to hide under), food, water, proper temp and humidity and clean substrate (most often used is paper towels). It is a good idea to also cover the back and two sides of the tank to help them feel safe/secure. Placing a QT tank in a nice quiet, calm area is also recommended.
After 30-60 days, if they are healthy, eating well, popping well, nicely hydrated and show lack of stress, they may be moved into their future home.
It is also a good idea to have a fecal test done for parasites and eggs. Many parasites can be treated, but spreading them into the soil of a vivarium or to other frogs can be devastating and a mess to treat. Much easier to treat in a QT tank.
If frogs/toads are from an unknown origin, it is also a good idea to swab DNA test them for Chytrid and Ranavirus.
