I think, You can use bio-control as the small fish to eat the mosquito larva.
I recommend the killifish or guppy that their mouth are small enough and cannot eat the tadepole.

I have also read that bacillus thuringiensis will control the mosquito larvae. Is this safe to use around the tadpoles?
