Install either a small lcv pip up the back wall that makes it down into the drainage layer and insert a small tube into to syphon out the excess water. Or skip the PVC and permanently install a tup that you use to syphon the water out with.
Bill has a post around here somewhere about creating a permanent syphon using a valve on the end out of the tank to close of the water flow and maintain the suction.
