I have fire belly toads. Half the tank is rocks summered in water and the other half is wet moss. What else can you use besides moss? it turns the water brown quickly and it's not the best of smells.

What kind of moss are you using right now? Is it live moss? Live moss should not smell or foul the water. Something like Xmas moss or java moss should grow fairly quickly (for moss) in a humid environment when emersed.
I'm guessing the moss in question is that nasty, dehydrated forest moss that is sold. That stuff is just gross. You can replace that with some long fiber sphagnum moss from Home Depot or lowes, then cover it with leaf litter to help prevent the frogs from accidentally ingesting it, which could possibly cause an impaction.
