I don't think there are really any frogs you could fit comfortably in there. The minimum size is usually an 18x18x24 or 20 gallon tall tank. Sorry.
Hey, this thread seems pretty inactive, but id try a tiger legged monkey frog. they are quite small but they thrive in planted tanks which can certainly bring out their color
In that size of a tank I would only purchase one, but don't be too concerned with numbers. If you haven't made a vivarium/planted tank before, I would suggest making one in this smaller size as a starter, planted tanks are quite a fun way to let out your creative side. Also, as previously stated, my tiger legged loves exploring his planted tank so it would be great to make one for the little guy if you plan on purchasing one.
Hello Cole, Tree frogs would probably be best suited in a tank of those dimensions. Green tree frogs (H.cinera) Grey tree frogs (H.versicolor) juvenile or male Cubans (O.septentronalis) Females would definitely be way to big for that tank, Juvenile whites tree frogs (L.caerulea) or a pair of thumbnail dart frogs could go in that tank as Bill mentioned.
