It isn't where you think it would be thats for sure. Took e a while to find it myself.
Click on "Settings" top right of the website
Click on "Edit Profile Picture" In the menu on the left side of the settings page.

hi guys, this isn't related to frogs...but i was wondering how you get a profile picture to pop up beside your name when you comment. sry, but i'm new to this forum. It's not urgent, but i really would like a picture!!
