That is a fairly common setup. Shouldn't be an issue. I personally prefer Ceramic Heat emitters to heat pads, but the placement on the outside of the glass on the side of the tank is a good location.

35c is the ambient temp? or the temp on the glass where the pad is? I use the pads myself, but you do need to be careful as they can burn frog bellies... I have a lot of foliage and climbing limbs in front of mine so my red-eyes aren't able to sleep on the glass directly on the pad.
BTW, I love the thermostats for heat control, I use those too. And the ceramic heat emitters are great especially when you have them hooked up to the thermostat.
