They are able to absorb oxygen from the water through their skin. At normal temperatures, this isn't enough and they will eventually need to come up for air. The colder it is, the lower their oxygen requirements as their metabolism and activity slows down to almost nothing and they can stay under all winter given enough oxygen content in the water. This all depends on the type of frog though, not all are made to hibernate underwater.
