1. Do you guys use any cover for the bottom of the tank before pouring in substrate?
2. At this point, I think the best option for heat would be:
ET ceramic heater PT2045(60W) or ZM ReptiCare Ceramic Infrared Heat Emitter CE-60(60W)
ZM Reptile Lamp Stand LF-21(10-20gal)
ET wire light PT2060 (small)
Any other suggestions?
As for lighting, I think the tank will be place in a room where there's a window...so i would think day/night cycle from that would be sufficient?

You do not need a bottom cover for a Pacman and can use the damp EcoEarth/Plantation Soil directly on glass bottom. I prefer to use the ceramic heat emitters in a Fluker's (or similar) light dome with built in dimmer. That way you have ability to regulate the emitter's output (specially useful if emitter is over 60W) .
Remember to take care of the enclosure and it will take care of your frog !
