1. Do you guys use any cover for the bottom of the tank before pouring in substrate?
2. At this point, I think the best option for heat would be:
ET ceramic heater PT2045(60W) or ZM ReptiCare Ceramic Infrared Heat Emitter CE-60(60W)
ZM Reptile Lamp Stand LF-21(10-20gal)
ET wire light PT2060 (small)
Any other suggestions?
As for lighting, I think the tank will be place in a room where there's a window...so i would think day/night cycle from that would be sufficient?

You do not need a bottom cover for a Pacman and can use the damp EcoEarth/Plantation Soil directly on glass bottom. I prefer to use the ceramic heat emitters in a Fluker's (or similar) light dome with built in dimmer. That way you have ability to regulate the emitter's output (specially useful if emitter is over 60W).
Remember to take care of the enclosure and it will take care of your frog!
