I do know not to pick them up unless it is necessary. Anyway since I have to change the substrate. I am assuming I should do so immediatly however I just got him yesterday and do not Want to disturb him. Could it possibly wait so it doesn't stress him to much or does it need to be done asap?

You need to change the substrate right away. Changing the substrate won't stress him anymore than bringing him home I don't think.

    AKFROG is correct.
You really need to get that changed before you feed again.
Here is a good care sheet

You also may want to get some aquarium background material to cover the two sides and the back of the enclosure.
you can even use just a cut brown paper bag.
This will help your frog relax in its new home.

I can't see its eyes so I can't tell if it is a true albino.
if it is you may need to cover the enclosure bright room lights may be too much for it if it is an albino.

just remember to wash your hands well and rinse them off well before handing it.
and wet your hands with dechlorinated water.
and wash you hands well afterwards.
These guys are very sensitive to the smallest amounts of chemicals.

Thanks so much it's getting changed during my lunch break from work today. Ugh. And also his eyes are red. I'm assuming I need to take the bring light away omg i hate that it seems like I did no research. To be honest this was a rushed pet. The store got him in from a customer who said he couldn't care for him so when I started looking at him the guy I always deal with at the store asked if I could take him in since they don't usually have pac man frogs. Ugh i couldn't say no and that's how I got him. I have researching day and night but am having some issues finding good sites with good info I'll check out the you gave me again you you guys so much

A Ceramic Heat Emitter is your best choice.
There is a light fixture that has a dimmer that you can adjust the heat from the CHE
Carlos knows the one I am talking about hopefully he will see this and let you know.

But I use a Zoo med hygrotherm to control everything the heat sources and my fogger.

That is ok , you are doing the right thing and correcting the mistakes.
