You can paint it with drylok paint that you tint. Or you could use non sanded tiles grout, or concrete. They all have ups and downs. Depends on the look you are going for.

I used "Foam Coat" from the Hotwire foam factory. It worked great and looked great when I had the waterfall finished on my sons tank. Foam coat was $15 with no shipping from HWFF website. I would recommend it, but you may need more than the 1 bag depending on how big your waterfall is. The piece I did took the whole bag to cover with 2 coats.

Is that the stuff they cover mountains with in model railroading? If so, I looked into it once, depending on the size if the tank, it could get pricey. Especially if it's carved foam and sucks in quite a bit over such a large surface area.

I am not sure if it is the same thing or not. The first coat did get sucked into the foam a bit. To compensate for that I mixed the first coat more watery then they tell you to in the directions. You can only mix up a little bit of it at a time because it starts to harden in a couple of minutes. It can indeed get pricey, but I figured it was designed to coat foam and everything I read said it doesn't crack like grout can.

The problem with grout cracking is not allowing it time to cure between coats. Like using concrete, it is just not enough to let it dry before applying a new coat, but it has to fully cure. This means a coat every week to two weeks.

The new stuff I used on the steam punk build worked really well after I figured out how to apply it effectively. But I'm not recommending it yet because I need to see how it holds up.
