They were intended for my tarantula, but seem much too small. I know regular ones are discouraged for ACF/FBTs because of the exoskerleton. But if they are so small could I feed them safely to my other pets?

I doubt any real harm would come from feeding them, as a treat. Overall they're probably too chitinous and high in fat to really be fed to aquatic and semi-aquatic frogs.
Your frogs would prefer softer bodied insects and worms, I wouldn't feed them for fear of bowel obstruction but I am pretty cautious with what I feed my frogs.
I do treat crickets for my ACF but these are not nearly as chitinous as mealworms.
If by mini you mean as thin as a needle, yes you can but allow one a day before giving again or they will be regurgitated whole

mealworms do tend to have a hard exoskeleton which may not be the best thing to feed a frog! I bought a bunch of mealworms once and I did as follows:
When you find malted mealworms (soft and white), feed the frogs with these. For extra precaution, you can take off the head and scrape out the black gunk that you may find. You can feed them directly, but if you want to be as safe as possible, I would wait for malted worms and take their heads off.
Other tips:
Feed the mealworms healthy food to 'gutload' them. Fresh vegetables will do
Keep the mealworms healthy and in good condition
If you have a sterilized floating object/toy/wood, you can put a mealworm on top of it and watch the frogs work for their food. I do this with a small piece of driftwood I am soaking in the tank. I believe it stimulates the frogs more than always being handfed.
