It's worrying because two weeks seems like a long time, but mainly because you saw him trying to go, but he could not relieve himself.
It sounds like he may be impacted. Some foods can cause an impaction of the frog's digestive tract because they are too tough or hard for the frog to digest. Certain worms have hard shell parts, and a diet of too many vertibrates can cause problems because of the bones.
What have you been feeding the frog?
