I have done many aquatic biotopes and i can tell you from experience that the absolute best place to start is research the animal itself first and foremost. Having a country is nice, but a lot of plants are regional. Also, do D. Leucomelas live on the forest floor? Do they live in the canopy? (Yes darts live in the tree tops too) building a "correct biotope" is not easy. And a lot of people bail out when they find out their animal lives on the forest floor with basically ferns, tree saplings and leaf litter. There are very few colorful plants that grown on the rain forest floor.
Also, keep in mind that your frogs are most likely going to be captive bred, so they really won't be able to distinguish between a dendrobium orchid from Costa Rica from one from Venezuela. The biotope isn't really for them, it's for you, as are the aesthetics of most vivariums. It all depends on how detailed you want to be with it.
Another thing to keep in mind is availability if plants from the region. Most of the more exotic plants (which may be the only options available) are not cheap, so plan a high budget for plants when doing a true biotope.
