It's 2 days later after my babies arrived, and I notice one of them isn't burrowing. s/he is just sitting on the substrate, nice and calm.
He eats well and looks nice and healthy, he's just not burrowing.
My male fantasy prefers to sit on top of his substrate under his plant.

That's funny, mine is also camped out besides his plant. Maybe they feel safe enough and see no need to burrow? I think it's really intresting to see and wonder if he will keep this behaviour when he grows up. Did yours do this as a baby too?
He did. Even when he does occasionally burrow, he always has his head out. The girls both go all the way under. Like ghost frogs, lol! Never know where they are until you go treasure hunting, lol!

My favorite is when my big female burrows next to the side glass and she has an eye hole and peeks out . Silly frogs!

This isn't uncommon as Heather stated. Some will not burrow or just make a very shallow depression to sit in. Now if one of your frogs that always burrows suddenly stops doing so then there is cause for alarm.
