I have read conflicting information regarding the females not making any noise can someone clarify the gender?
The first "soft moaning" like call sounds like a male call. The second louder "bird like call" sounds like a male unmount call. If one of your toads is making the first call and the other one is responding with the second call you probably have two males.
Remember to take care of the enclosure and it will take care of your frog!

Am I also correct in the understanding that as they are both active and a nice bright green colour that they are reasonably happy?
These are our first amphibian pet and we have no experience keeping anything other than dogs haha we reading allot of guides and watching allot videos but I always prefer a forum system with knowledgeable people who can confirm or debunk the often confusing information all over the internet.
I also know that we should have a water filter system of some kind and we are sorting this out next week but until then am I ok with doing 80 percent water changes every few days? I have read that this is fine but again, I'd prefer confirmation if possible.
We are treating the drinking water (changed daily) and the bathing/swimming water as per the instructions on the bottle also.
Frogs look healthy to me. Color sometimes has to deal with environment or moods and not necessarily indicates a problem.
For filtering you can go with something as simple as one of the low height aquarium foam filters and a small air pump, or maybe a small internal water filter that can work in low water levels. Myself prefer one of Danner's Supreme Ovation models; but unsure if that is available at your location.
Once you get the filter installed; continue the water changes for 4 weeks to let filter get established with beneficial bacteria. Then do a 20-25% water change weekly or adjust schedule as required, to maintain nitrates below 50PPM (ammonia and nitrites should be zero). Good luck!
