Stress isn't always obvious in frogs, so by the time you see something 'negative' it can be too late. Some very knowledgeable people with a lot of experience with these frogs have told you it's stressful. You can ignore that, but it won't benefit your pets.
Frogs have a reflex response to movement. They will grab something (anything) that is moving and shove it in their mouths. Having something moving in front of them constantly and being unable to catch and eat it is confusing and stressful because it's preventing them from doing what they would in the wild, and they don't understand why.
Your betta probably isn't checking out the frog's cage. They're incredibly territorial, but normally pretty passive when calm... You're probably seeing aggression. Most fish can see color; if you have any blues/reds/greens in the room, he may be reacting to those as well. If you give him a fake plant, he'll calm down since he has somewhere to hide.
