Some nocturnal frog species will tolerate indirect room light for observation; but there are some tree frogs that require night darkness to wake up and be active. For the latter; a flashlight used indirectly or a red bulb will work fine.

Remember to take care of the enclosure and it will take care of your frog!
Years ago, when I raised Red-Eyed Tree Frog's, I used those night time spot lights that put out that purple color. They are different from Black Light. The company that made them back then was ESU but they're longer around. I think Zilla still makes them.
What was good about them was that even a 100 or 150 watt bulb didn't put out a really intense light. In a dark room you could see the frogs and their night time activities but it didn't seem to bother them. I would keep one at the far end of the enclosure so it gave the appearance of moonlight. I'm not sure if those blue bulbs would work good as night time illumination.
