64F is on the very low end of tolerable. I would try to get the water up to 70F. Just make sure the heater has a guard on it, so the frogs cannot burn themselves on it. And now the water temperature is at 74F. My apartment is ridiculous and I never know what's going on with the heat. Is 74F tolerable for the frogs? Right now I have my window cracked and the boxfan blowing the cool air towards the aquarium.
Although I do my weekly water changes, do you think adding a little bit of colder water could fix this problem with the frog water? Or should I maybe do the frozen water inside of a ziplock bag route? Or any other suggestions you have!
