Well I had this problem at first but then I put a undertank heater under the water bowl. I know you said you probably keep it hot enough but if you spray the tank about three times or twice a day and keep the substrate moist the undertank heater will help. This should keep the humidity up in the tank. Hope this helps. Also the top of my tank had an open area with a screen and I covered that with a piece of glass to keep the moisture in.
Mist the tank several times a day. If that is not possible, I would put a piece of plastic or even an old towel over a portion of the lid to keep the humidity in. I use plastic over a couple of my tanks, and that works great for me.
i will post pix of the encloser or some video i have a video on youtube named my pacman frog setup in the dessert but now i have added a false bottom and am going to add real plants later
The only thing with live plants with a Pacman they'll probably destroy them. They are brutes, and will most likely knock any plants you have over.
I had my heat pad on the side I then moved it undernthe and now i everything has been fixed I have heat and humidity humidity at 70 and temp at 80
