LED's are fine with frogs. Will need to get ones burning around 6,500K for the plants.

Q2. Substrate. There are so many answers it is a bit confusing, substrate for the background, what is the best or most suitable to attach to the background. ( i am assuming anything that is organic without the pesticides and nasties ) i have heard of Eco Earth but i don't think we have that here. And same goes for the substrate on the floor, which would be suitable and non harming for the frogs ( again assuming anything organic ) but not totally sure.

EcoEarth or Plantation Soil are substrates made of shredded coco. Maybe they are sold under another brand in there. To glue it to background, you can use aquarium silicone glue (messy and stinky) or make a slur mixing substrate with Titebond 3 and "painting" the slur into background material.

Q4. Last one. What kind of options are there to keep my floor substrate out of the water part, is cork bark ok to be submerged in a bit of water or will it rot out over time, or are there any other methods people have done that have worked well.
From bottom upwards you would have the false floor extending above the maximum water line. Then a layer of fiber glass screening (hardware store), followed by 1/2 in. thick polyester quilt bating (sewing or crafts store) or aquarium filter material to prevent your soil from falling into water. Experienced members recommend adding that second layer of poly material and myself plan to do so on next build: http://www.frogforum.net/dart-frogs-...e-barrier.html. Then you would have your substrate level and if planting plants there, recommend ABG type soil. If not, shredded coco is fine. In regards to the minimum substrate depth; will let Bill handle that one.
