A 14x8x16" cage is just under 8 gallons. That's pretty small for an adult. The shallow 8" might also make it hard to work in.
I just use standard daytime CFL bulbs for lighting in the summer (more for the plants than the frogs), but will switch to hotter incandescent for winter as my room temperature gets low and it gives them a place to sit where it's warmer if they like.
They're made to handle a pretty wide range of temperatures. My winter night time temps are around 13C (55F) or so and they usually stay active at this range. My peak winter room temperature is probably not much more than 20C (68F).
