I was wondering if blackwater is safe for fire belly toads. I intend to achieve the blackwater color by using Indian almond leaves.

No frogs currently!
"Blackwater" is a term that is associated with slow river waters rich in tannins and low in pH. Have no knowledge on how effective are almond tree leaves in simulating those results, or what if any effects low pH has on FBTs. Any particular reasons why are you using the almond leaves? Thank you!
Remember to take care of the enclosure and it will take care of your frog!
I want to create a southeast Asian biotope vivarium/aquarium that mimics the natural habitat of bombing orientalis. Many of the streams there are black water, and IAL leaves are good for obtaining this type of water. I can also put peat moss in the filter.
It will lower the pH and I think that has a chance of affecting the frogs long term unless it is balanced out to their needs.
Crushed coral or other media should help to balance the pH or should at least raise it some. I know it kept the pH high when I used it for raising snails.
