Can Pacmans eat a tarantula?

There is no reason to even consider feeding a tarantula to a horned frog. There are plenty of other feeders are safer, more nutritious, lower cost, and more readily available.

I did see a video of a someone who put a tarantula and a pacman together for their own amusement. It was completely sickening and disturbing. The tarantula bit the frog's eyes repeatedly and the whole time the person kept tapping on the glass to try to aggravate the spider more. Thankfully that video was removed for animal cruelty. But having seen how badly it could end, I implore you not to even consider doing that.
