    By "Green Tree Frog" do you mean Hyla cinerea? 2 of these would be fine in a 20 gallon (more is never wrong for adults though). Definitely they'd prefer it vertical as they like to be up high. Mine really never messes up it's water source (and only rarely enters it), so a filter isn't entirely necessary imo.

    filter is just so that I don't have to clean water everyday. Also I'm trying to gain experience in water features and figured I should do it with a hardy frog. its just going to be a small pond area. 2-3 inches deep and about the width of a large bowl.
