Friends pacman frog - help needed again

If he isn't stunted he is extremely small. My frog was that size just after a couple of months. Cant tell if he is puffed up or not in the pic. But looks like he might be a bit bloated especially after not eating for so long. Is he kinda squishy to touch?

Sides yes, I'd say he was a little puffed up, his back feels like a rock though, I can feel the bone and I'm not sure that's normal, I've handled my female quite a few times since I've owned her and I don't remember her being that rock hard.
It's like he has little to no backfat at all. Well, I assume he's stunted tbh, he's wildcaught and the petshop we got him from isn't exactly super. We both just want to get this little guy eating and we aren't sure what we can do besides a vet trip.
Note: the frog spent over 6 months in the store, I bought my female the day it arrived, so little to no damage could have been done to her by bad care.
