I am willing to bet that if they decent volume of water and proper maintenance (partial water changes weekly) the toxins would never build up enough to be harmful to small peaceful fish like guppies or white cloud minnows.

I think your right, by bust. I have had a minnow in my tank that hitchiked his way in in a plant and he has grown and is living fine with my FBT's for about 3 months now,
