Have no idea on filter, if new would take back to store and get replacement. You mentioned had Tree Frogs, a Betta, and FBT's in same enclosure and that is a risky set-up that will probably end with a poisoned Tree Frog and a dead Betta.
FBT's make a toxic substance and slowly release it into the water they use. In such a small volume the Betta is doomed and the Tree Frogs will get exposed to poison when they take a bath at night. Sorry for the bad news!
Remember to take care of the enclosure and it will take care of your frog!
From my experience in reef keeping. (I am not a frog expert by far) As long as you keep changing the activated carbon once a week, you shouldn't have too much problems with toxins in the water. In small reef tanks carbon prevents the systemic chemical warfare that goes on in a confined, coral packed environment.
