I've never bought a cane toad, but I've had good experience with Eric Ivins at South Central Herpetoligical. He imports a lot of things and has a good reputation. You can probably check his FB page, or the ads on Fauna or KingSnake. I've only bought my CB Milk Frogs from him, so not 100% sure how healthy the WC imports are. But I don't think anyone breeds them.
