Hello and welcome to FF Braken ! First thing you need to do is read this and see how you can improve the frog's captive environment: Frog Forum - Gray Tree Frog Care and Breeding. Next thing is to look at this questionare (Trouble in the Enclosure) and answer questions in here to your best knowledge. Then we will be able to find out whats wrong and try to fix it .
Remember to take care of the enclosure and it will take care of your frog !

Carlos has it spot on. Also, some photo's of the setup and the frog would help us greatly.

Pictures will definitely help us identify the problem. We can suggest a better tank and such to you later on. For now, lets focus on your frog.

Are the crickets you're offering dead then? As a rule of thumb, frogs are attracted to prey by movement, so if the dried crickets aren't moving, they might not be drawing attention. If you are too far from a store to purchase live crickets, I hear you can order them offline off various websites (check out Josh's frogs for example, I believe they have a good selection). While I know some people sometimes feed their frogs wild insects, most people avoid this due to the pesticides and chemicals wild insects may be exposed to, so you may not want to feed him those flies from your barn. Also, you mentioned the tank being small and temporary, if that is the case the frog could be stressed out from not having enough room. When frogs are stressed, be it illness or otherwise, they will sometimes not eat, so that could be another factor.

    -size of enclosure
He is in a clear 15 gallon storage bin I purchased in a yard sale.
2-# on inhabitants - specifically ( if there is another frog ---size differences ?)
    All by himself
    3-humidity
He is normally at around 60%-70%
    4-temp
    Around 60-65
5-water - type - for both misting and soaking dish
We use our well water but to be safe I boil it.I mist him every.....6-7 hours at a time.
    6-materials used for substrate
I use a mixture of a HUGE bag of co co fiber and crushed sunflower seeds.
7-enclosure set up i.e. plants( live or artificial) wood, bark etc -how were things prepared prior to being put into the viv
He has one fairly sized FAKE plant,a few heafty branches to climb onto,a clay water dish, and a large rock(Hiding space)ANd all of it is soaked in boiling water for 24 Hours.
    8-main food source
    he eats Can O' Crix
    9-vitamins and calcium ? ( how often )
Ummmmm...I do dust his dead crickets every 4 or 5 weeks for 6 days.
    10-lighting
He is provided with only sunlight.(Read the captive or wild question for awnsering)
11-what is, specifically, being used to maintain the temperature of the enclosure -
Just the sunlight if it gets over 65-70 then the blinds are closed.

I offer him food every dawn, and evening considering he is noct.
19- about how often the frog is handled
I handle him only when I clean his cag, when i d he just is perched on my shoulder or arms.
20-is the enclosure is kept in a high or low traffic area
    low
21- describe enclosure maintenance ( water changes, cleaning etc)
I clean his tank only when I see he needs it which is like every 4 weeks to maybe less It depends.
22- has or was the frog properly quarantined
I am unsure of his background before I had him.

Hm... I don't keep Cope's, so I'll let other people with more experience give you info on what might be wrong. Other than that, like someone already said, most frogs are attracted to motion when they eat. You could maybe cut the tip of a nightcrawler's tail off and let it thrash around? May not work, but they won't hurt anything.
Also, get him into his permanent enclosure as soon as you can. If the storage bin isn't vertical that could be your issue. They don't feel comfortable when they can't get up high.

Plastics adsorb and give off chemicals. If previous owner used bin to store items toxic to frog, this could be a problem.

    4-temp Around 60-65
This time of year recommend bring up day temps to 68-86F with a small dip at night.

5-water - type - for both misting and soaking dish. We use our well water but to be safe I boil it.I mist him every.....6-7 hours at a time.

If well water is safe for drinking you do not need to boil. If water has heavy metals that could be a problem but if you had it analized and came out safe for humans should be OK.

6-materials used for substrate I use a mixture of a HUGE bag of co co fiber and crushed sunflower seeds.

Hum... never heard of crushed sunflower seeds in enclosure. If frog dives on a food item and swallows a piece of seed that is an impaction risk.

8-main food source he eats Can O' Crix
This has to be improved. Need to get live gut loaded crickets for it. Collecting insects could work; but if location around you is treated for pesticides that is a no-no. Also, could try earthworms from bait shop (no paints or additives) because they have good nutrition. Problem is many tree frogs refuse to eat them.

9-vitamins and calcium ? ( how often ) Ummmmm...I do dust his dead crickets every 4 or 5 weeks for 6 days.
This has to improve. Dust with calcium 2X and vitamin 1X per week on different days with skip day in between.

10-lighting He is provided with only sunlight.(Read the captive or wild question for awnsering)
11-what is, specifically, being used to maintain the temperature of the enclosure - Just the sunlight if it gets over 65-70 then the blinds are closed.

Unless you are paying extreme attention to it; this is risky because sunlight can warm up an enclosure quickly. If it goes above frog temp. limit, even if for short time it could harm it. With light you have a more controllable source of heat.

12-when is the last time he ate
    About....2 weeks ago.

    See number 8.

16-how long have you owned him I have had him for......6 weeks now.
How long is frog (snout to vent) and how many canned crickets was it eating daily before it stopped feeding?

19- about how often the frog is handled I handle him only when I clean his cag, when i d he just is perched on my shoulder or arms.
Make sure you wash hands and rinse areas of body here frog touches. It can absorb chemicals through it's skin and soap, etc. are no good for it.
Hello Braken. I've covered some of your answers; hope this will help. Two most important things right now is to get tree frog a proper enclosure and supplemented live food. Can you get some unflavored Pedialyte in supermarket or drugstore? If so; mix it 1 part Pedialyte to 10 parts water at 80F. Soak frog in solution (to it's chin depth) for 15 minutes and see if that helps to perk it up. Good luck !
Remember to take care of the enclosure and it will take care of your frog !
