Should i dust the minnows before trying to give them to my frog or do they have enough calcium already? Also do they need to be gut loaded before?
Unless you're culturing these yourself, they will carry parasites. Dusting them isn't necessary but it does no harm either.

I had no idea that they would carry parasites. Is there a better type of fish to feed that doesn't have parasites?
There's nothing guaranteed. If you want to use them as feeders, I suggest you freeze them for a few days before thawing them to feed the frog.

What type of frog is it? In the wild for most species of frogs, fish is not a common food item. It you really must give fish, you should raise your own. Guppies are a good choice, because they are live bearers who produce a lot of young frequently and are fairly nutritionally balanced (when it comes to fish and/or other vertebrate prey - ie mice, pinkies, goldfish etc.). Plus by raising your own, you help limit the chance of parasites.
