I do have some hard plastic on part of the lid, but I'm not sure if it's safe to put some under the lights, which sit directly on the mesh. As for hand misting, I do that 2-4 times a day, once in the morning, one in the afternoon, once after feeding, and once before bed in addition to the mister. The mister I got at Petsmart, and was one of three kinds there.

Your hygrometer is almost definitely defective.
If you're really concerned about humidity, use a substrate. Most ambient humidity in homes is probably in the 30s. If there is standing water in the bottom of the tank there is no way humidity is only 20%.
I wouldn't worry too much about it. With your tanks setup you can probably get away with misting once a day. So long as the paper towel stays somewhat moist you'll be fine.

    Cheers,
    Alex

Ok. I tried substrate when I first got my froggie, but I remember that the substrate also became super soaked, (this was before the mister). Thank you for the input everyone!

I definitely agree with Alex. Get yourself a nice, digital hygrometer. They are much more accurate than the analog ones. If you plan to use substrate, you'll need a drainage layer, otherwise, as you found out, you get a swamp in the tank.
