Bolisnide is correct. This is a prolapsed intestine. To help reduce swelling so that it will either go back in on its own or you can assist its return if necessary.
Prepare a bath of luke warm dechlorinated water about chin deep. Dissolve 3 to 4 drops of honey in the bath. Soak the frog for 20 to 30 minutes. This should help reduce swelling in the intestine. After as the bath cools have a seconr bath ready of just plain luke warm dechlorinated water to rinse the honey off.
If the swelling goes down and the prolapse returns back inside the frog then don't feed the frog for at least 1 week to allow for the frog's intestines to heal.
If the swelling does go down, but the prolapse still remains outside the vent you may want to try and assist the prolapse back inside the frog by coating a q-tip with petolium jelly and gentley guiding it back in. After you return the prolapse inside the frog the same healing time of 1 week without feeding still applies.
The third possibilty is that you cannot return the prolapse and in this senario you will need to seek a Herp Vet to place the prolapse back in and follow the Vet's instructions.

In reptiles it is caused by dehydration which causes them to get constipated and they push to hard while defecating.
Poison is correct and this can also happen with frogs, but most prolapsed intestines are caused by parasites which cause the intestine to swell from irritation and when the frog tries to poop it pushes too hard and the intestine is pushed out. An impaction can also cause a prolapse. Malnutrition and deficiencies as well.
