These are not Pacman Frogs. Pacman Frogs are of the genus Ceratophrys. These are Giant African Bullfrogs of the genus Pyxicephalus. This thread belongs in the African Bullfrog section not here. I believe you have already been told that they are too young to sex at tjis point.

Don't know if you house them together or not but I would not house those two together considering the size differences, you might just wakeup one morning to find just one very full fat frog lol. It's hard to tell right now but so far it looks like the larger one might turn out to be a male. Especially from the look of picture #1

Considering the feeding drive these frogs have, I would not feed them in the same enclosure as well. In a feeding frenzy the larger frog might go for the smaller one instead of the feeders.
