My reptile guy says to use a uvb light at like 2

And that's why he's a reptile guy and not a frog guy. I've never used a UVB light for an amphibian.

Heat lamps are alright provided you use an appropriate power one for the terrarium, and maintain the correct temperature and humidity. I personally never use a heat lamp though - I would go for a heat mat on the side of the terrarium or for a normal incandescent light bulb (or both).
