Right, I would fill it to just under the high point of the epoxy. Right now its pulling water out quite a bit. If filled completely, it'll be almost gone by the end of the day. It's not really a huge issue, but I have some live desert plants in there that I think are probably getting too much water because of it, plus I have to refill it often.
