Epoxy would be safe, but it's the sand on the rim that is wicking up the moisture. You would have to epoxy the top, down to below the waterline. Then the rim would be shiny, counter productive. How bad is it wicking up the moisture? Is it creating problems within the enclosure, or you just don't like the aesthetics?
